The job holder will manage the East Asia contracts business planning, financial management and management accounting processes. He/She will provide financial advice to the Regional Contract Business teams to inform decision-making.

  We have a mixed portfolio of contracts funded by DFID, EU and DFAT (formerly AusAID) across several

SBU priority areas including Education, Justice, Civil Society and Gender in several countries – Burma,

  Accountabilities, responsibilities and main duties:

  The British Council is seeking a Finance Manager who will be based in our East Asia region.  We are welcoming applications from residents from the following countries who meet the essential criteria contained in the role profile - Thailand, Singapore, Philippines, Japan, Korea, Indonesia, Malaysia Vietnam, Taiwan or Burma. 

  The job holder will manage business planning, financial management and management accounting processes. You will also provide financial advice to regional teams to assist decision-making.

  The job holder will support:

  -       Planning and reporting across countries and projects

-       Compliance to the British Council and clients financial and reporting requirements

-       Financial risk management

-       Building capacity of the country finance teams in contracts financial management

-       Optimization of the contracts business bottom line 

 

Duties will include but are not limited to:

·         Responsible for coordinating the production of financial budgets and forecasts with country finance teams, with a focus on consistency across countries and contracts and accuracy.

·         Ensure that financial plans are accurately represented on SAP according to required deadlines

·         Support the planning and reporting structure so that financial reports meaningfully reflect the income and expenditure of the EA contracts business and inform strategy and decision-making.

·         Build and maintain a multi-year financial model to inform the contracts strategy

·         Ensure that financial data is reported correctly, assist the business to correct errors in postings and ensure that purchase orders are using correct WBS and GL codes by advising project managers. Issue accruals reminders and advice.

·         Guide country teams in setting up WBS structures and managing staffing and overhead allocations to improve the accuracy and efficiency of reporting and planning.

·         Responsible for the administration, dissemination and guardianship of key financial management information systems and knowledge management products and tools (templates, policy documents, guidance)

·         Hands on financial management support to field teams related to specific problem solving, troubleshooting and peak activity management (e.g. set up, start up, closure, internal and external audits)

·         Support country teams in developing contract finance monitoring tools and solutions to support their clients requirements and accurate reconciliation between SAP and client budgets.

  The ideal candidate will also possess the following skill:-

·         A demonstrable track record of planning and tracking performance and business modelling through the analysis and reporting of complex financial data as well as experience of supporting non-financial managers to drive up financial performance

·         Experience of designing and managing financial management information and reporting systems is also essential

·         Extensive experience of identifying opportunities and potential problems and the formulation of strategies to mitigate and manage risks

·         Proven ability to work effectively with a diverse range of demanding stakeholders

·         You must have a Minimum of 5 years' experience in a comparable role(s) as well as a good understanding of the client funded business context and challenges.  A professional accounting qualification is also essential.
